Our Organization
The Rabies Control Program Sindh (RCPS) was established in 2018 as a joint initiative between the Government of Sindh and international health organizations to address the growing concern of rabies in the region. Our program operates under the Department of Health and works closely with the Department of Livestock to implement comprehensive rabies control strategies.

Who is RCPS?
The Rabies Control Program Sindh is an initiative of the Local Government Department - Government of Sindh, to protect its citizens from the incidence of Rabies, as well as de-populise the exponential increase of stray dogs in the region by adopting scientific and humane methods i.e TNR & TNVR Trap-Neuter-Return, or Trap-Neuter-Vaccinate-Return programs.

Why Does Sindh Need RCPS?
An alarming spike in dog bite cases and resultant human deaths in recent years, demanded a scheme such as RCPS to be implemented with immediate effect. Not only to control the incidence of Rabies but also provide a sense of safety and security to the common people residing in the province.
The rampantly increasing population of stray dogs in the region was causing adults and children to constantly live in fear of being attacked and worse still, by rabid dogs. The matters grew worse because inappropriate, inhumane methods adopted by the public to protect themselves were leading to greater disturbance and volatile situations between the co-inhabitants and dangerous environmental pollution.

What Is The Role Of RCPS?
The primary role of RCPS is to ensure a safe and sound living environment of both humans and animals. It vows to improve upon redundant legislative guidelines and adopt more humane approaches such as neutering and spaying methods as opposed to culling stray dogs to control rabies or depopulize canines.
RCPS hopes to play an active role in efforts to uniform institutional arrangements in all districts of the province, to ensure a diligent TNVR program is swiftly and efficiently carried out.
It also hopes to bridge the awareness gap by educating the public on animal behaviour, empathy, compassion and kindness towards animals.

Role Of Local Government Department In RCPS?
The Local Government Department Government of Sindh is responsible for overall project coordination, supervision, support oversight. Further, a project management unit is established under LGD to support project implementation in collaboration with District Municipal Corporations. PMU LGD responsible spearheading reforms in relevant advocacy laws, advocacy, monitoring, printing, publication, arranging seminars/workshop for awareness and training of medical professionals, and developing working relation with relevant stakeholders i.e. Government and Non-Government organisations.
Additionally, surveillance to trace & trap dogs for sterilisation, and their transportation toward Veterinary hospitals and their return to the place of origin will be the core responsibility of the Local Government Department.
